In areas where there is no centralized heat supply for cogeneration, there are many coal-fired small boilers that can be built in accordance with the principle of equal capacity replacement. Before the end of 2020, within the heating radius of the 15 km kilowatt and above cogeneration power plant within 15 km, in the case that the cogeneration heat supply load can meet the heating demand, in addition to the peak-preserving boilers that must be retained, coal-fired heating The boiler and the backward coal-fired small thermal power are all shut down and integrated.

In addition, according to the medium and long-term control planning requirements of the total coal consumption, Jilin Province will continue to reduce the total coal consumption, and the new coal-consuming projects will be replaced by coal reduction. By 2020, the proportion of coal in the province's primary energy consumption will be reduced to 63%. the following. In accordance with the principle of centralized use and clean utilization of coal, we will focus on reducing non-electric coal, increase the proportion of coal used for electricity, and complete the tasks assigned by the state.
